Step 1 - Determine an appropriate and realistic acceptable level of healthcare that all American citizens should be entitled, ie a drug addict with a terminal disease should not be entitled to an organ transplant, but an otherwise healthy child should receive treatment for cancer. Step 2 - Pass legislation that requires doctors and hospitals to provide that healthcare to those Americans who need it, mandates that American individuals and families without health insurance be held accountable for the care they receive, and the government will garnish the wages of the individual or head of household at a reasonable rate (directly paid to the healthcare provider) when that person or family member returns to work Guaranteeing hospitals some degree of repayment would result in hospitals being compensated for at least some of treatment they now do for free; lowering the overall costs for their services, lowering what they charge insurance companies, and therefore lowering premiums
